I've never heard of this connection before today. Of course, this might be something that everyone here knows about already. A friend saw some youtube channel that pointed it out.
The arrangement of All Tomorrow's Parties seem to owe a bit to Carole King's A Road To Nowhere. I looked up the release date of the single and it was March 1966 so could easily pre-date the arrangement they developed for All Tomorrow's Parties.

I don't hear much of a connection. There are numerous songs with minor key, moody background instumentation, but this doesn't seem to share any other similarities to the VU song! I dunno...curious to hear what other folks think...

This is a brilliant song, and I thank you for introducing it to me, but I really don't hear any connection to ATP.

Even though there are some similarities in the arrangement & production (heavy reverb on the vocals and piano, kind of Spectorish, and the arrangement in the intro) I'm not at all convinced that there is a connection. It's possible that they heard it and were inspired by its sound in the studio, but it's certainly not similar enough to know for sure.
