Good friend of mine long time VU collector sent it to me. He just got this "clipping" years ago and he does not remember who sent it to him. There is no additional info on the back of the piocture to tell the exact origin apart from a Dutch magazine as Arjan pointed out already.

This pic appeared in the (English) New Musical Express 26th February 1983. The NME version shows more detail to the right of Garland - you can see an old typewriter sitting on a desk behind him. The picture is not dated, but is credited to Chuck Pulin/Star File, and it's being used with reference to Jeffrey's upcoming video "What It Takes To Win Your Love".
The picture caption also makes reference to Lou having "retired from rock and roll" which fits in well with a Feb 83 date. (Yes I know that Lou's 1st "comeback" show was 25th Feb but that news didn't reach the UK press till March (eg in Melody maker 5th March))
I alway just assumed that the pic dated from 1982 or thereabouts. Lou doesn't look dramatically different from his "Legendary Hearts" days and Garland looks much older than a 20 something student....do we have any other confirmation of the 1962 date? If the NME credit is correct can it really be from the early 1960s?

What an excellent observation. A little sepiatone can make just about any photo seem aged. This also explains the credit to Chuck Pulin (who probably did not go to college with them), and the confusion over the origin date (1962 vs. 1964). Furthermore I don't see any specific similarities between the room in the Reed/Jeffries photo and the one from the Safire Room -- wood-paneled libraries are a dime a dozen, and it seems more likely they simply found a spot in NYC to shoot it, rather than have to travel all the way to Syracuse.I alway just assumed that the pic dated from 1982 or thereabouts.
