Interesting one this mystery...............to throw another theory into the mix...
.......what if we focus on the fact that this was labelled "Lou Reed" not the Velvet Underground. Also on the fact that you really cant hear the rest of the band, at most it sounds like there are two guitars here, no other instruments.
Maybe its from before the Velvets........Lou and John only
Ive learnt to not dismiss people making claims about the VU that seem unbelievable, sometimes they turn out to be true. I came across this on the internet from 2010 in the comments on Guess Im Falling in Love here: https://www.youtube.com/watch?v=sDSJggL5FB0

This is one of the songs Lou Reed did for Pickwick Records, already with John Cale, as The Primitives or The Falling Spikes, can't remember exactly right now. They appeared on a local TV channel to promote the single, a few months before starting The Velvets with Sterling Morrison & first drummer Angus McLise, in 1965.

1 or 2 guitars does sound likely based on the recording. There's definitely no bass or drums there.

You don't hear drums in the background at any point? Not even during the solo?

There are so many things wrong in that Youtube comment from 'kidcalabria' it would take all day to go through them. The Maclise-lineup VU did not release a single of this song in 1965!

From kidcalabria's upload history on youtube they look like someone knowledgeable about music of that era, but not necessarily VU. I wondered if they had maybe confused Guess Im Falling in Love with The Ostrich.

I hear drums pretty clearly during the guitar solo. Clearly enough to be pretty sure it's Moe playing. It's especially clear at the end of the solo, when the same note is played 8 or 9 times. Moe accents these notes.

Definitely hearing the drums during the solo, especially the familiar 8 beats at the end of the solo that you reference. I'm surprised that others are not hearing them.

the way the 2nd gtr and a hint of drums kind of swoosh/fade in for a few seconds when the vocal stops for the solo is familiar to me from my own gig recordings made with a built-in condenser microphone, they are then obliterated again when the louder sounds come back in.
