The Matrix Tape archive is known to be about 4 hours in length. So 4CDs would seem to include everything, including the 3rd LP box material.
That's what I assume they are doing as well, a complete Matrix tapes. And I hope it is, since that's what I felt should've been done all along.
It is quite uncool to use the 2CDs in the 3rd box as a major selling point and then issue the whole thing a year later, but I'd hate to see this Matrix 4CD another hodgepodge. All the tapes on 4 discs is the way it should be released.
