Well, those three snippets of possible gymanasium Sister Ray, have meant that I've suspected all along that a bootlegger had access to the tape; it was the ultimate VU prick tease. Maybe an official release is imminent, or maybe there's another reason for that someone to cash in.
One of the things that makes me think it could be real, is the fact that it appears to be missing things that we know/have been told are on the tape: Booker T, Walk and Talk. If I was going to perpetuate a scam, and I was knowledgeable enought to add the unknown track, why would I leave these off? It would be a doddle to cop Booker T from an existing source and add it with a bit of fake cheering. So like I say, reasons to be suspicious, reasons to be cheerful.

On the Left above we can see "The Peanuts Underground", from What Goes On 1&2. On the original print Moe was on the right. Here they have moved her to the left to be the first on the line looking at the rest of the members: Sterl, Nico, Lou (Snoopy), Andy and John (Charlie Brown).
On the Right side there is a Verve Promotial Add ("Hullaballoo Magazine May/June 1968" ) Was about a contest designing a Velvet Underground Subway Token. What Goes On #3 used this same add for their own VU contest changing the wording and layout. This one here is the original one.

I agree with citizensmurf and that its been 'liberated' from a possible official release pressing via the record company. It could be that they have the complete tapes but will spread it over 2/3 LPs for maximum bucks..That recent Boston Tea Party 1969 4CD set could have been taken in this way (or it could have just come form dimeadozen)
Bootleggers are always looking for the cheapest & easiest source possible, tracking down recordings could involve months of time & money, its much easier to offer an office bod a hundred notes for that cdr thats kicking round the record company office.
