Not new. Clips of it were in the Todd Haynes documentary a few years back, although this is more (?) complete - but sadly with only more shots of the crowd, mirror ball and strobes rather than the band.
Not sure who filmed this, but it does resemble Warhol's style of in-camera editing.

Hey gang! I'm the guy who put this up on Youtube. The footage is from the archives of Ken Kesey and the Merry Pranksters, and presumably they are the ones who filmed it (I discovered the footage some years back, buried in an Acid Tests documentary). Although the Pranksters were based in Oregon, they were in San Francisco quite a bit in 1965/1966, and were in Los Angeles in the spring, so my best guess is it is from one of those two venues (for some reason, I feel strongly that this is actually from The Trip).

You're welcome! Last week I interviewed Ken Babbs of the Merry Pranksters about this, an he had no recollection of it. But he did say that it was likely filmed by Mike Hagen of the Pranksters, and whatever there is for footage likely is in the archives of Ken Kesey's son, Zane.

Wow, Babbs is still alive? He must be pretty old [edit: yes, he just turned 90]. I saw him and Kesey talking about the Pranksters and showing some films in the '90s. I presume the archive will be lodged somewhere safe.

He is indeed still alive! I interviewed him a few weeks ago for my Woodstock podcast. He had no memory of filming the EPI (I asked him specifically about “Warhol“), but suggest suggested that I ask fellow Prankster George Walker, who I interviewed last night for the same podcast. He definitely did not do the filming, but he said most likely it was done by Prankster cameraman Mike Hagen, which makes sense :-)
