I love this forum. Just when I thought that I knew just about everything VU, I find this out.
All this time I assumed that Hy Weiss was Lou's pen name like Dylan using 'Blind Boy Grunt.'

Well, I am a bit late to this particular party. However, there is still quite a lot of unclear stuff. The Harptones 'I got a notion' has nothing in it that sounds remotely like anything in Foggy Notion. And indeed Hy Weiss is listed as sole author of a song Foggy Notion on BMI. In no way can I find any performance of this song. Furthermore, I can find no connection between Hy Weiss and A Tribe Called Quest. Even more weirdly, I have a Lou Reed interview where he says he was sued by a Producer/'writer' of a song he quoted a little too much of in Foggy Notion. He names the song as (Knocking) 'At my front door' by The Eldorados. Unfortunately, there is nothing in that song, nor in 'Bim Bam Boom', another Eldorados song that mentions knocking on doors, which could be claimed to have been quoted, musically or lyrically, in Foggy Notion. The pseudo author of 'At my front door' is the producer Ewart Abner. I can't find connections between him and TCQ either. Is it definite that the sampled track Lou did his revenge suing with is 'Can I Kick It'?

Unrelated to suing, if the Sally Mae bit is a quote then I think it is a quote from Casanova jr 'Sally Mae'. There are Sally Mae songs by John Lee Hooker and by the Corvairs but they are, again, nothing like the vocal in Foggy Notion.

It's puzzling!

I can remember the interview in which Lou linked Hy Weis and Can I Kick It? I can't claim any knowledge of the connection. The following link http://www.low-life.fsnet.co.uk/copyright/part3.htm will take you to an article that mentions that Lou was awarded 100% of the copywright for Can I Kick It? So that part at least is true.
